Latest revelations has revealed that there are a series of complaints with regard the operations of the newly-created Electricity Distribution and Supply Authority (EDSA) operating under the auspices of the Minister of Energy, Ambassador Henry Macauley.


In the first place, it was learnt that the affairs of EDSA is very complicating and needs the attention of HE President Ernest Bai Koroma for common sense to prevail in this most important ministry.

Information received by this press indicates that the Minister of Energy, Ambassador Henry Macauley is not a saint in all that he is doing at the EDSA with regard the operations of this utility service.

Reliable sources have indicated that there were two major companies that bid for the supply of electricity to the capital city of Freetown. The two companies are according to our investigations are PEC S/Leone (totally owned by Sierra Leoneans) and AGREKO (a foreign-owned company).

Our investigations reveal further that despite the fact that the Minister of Energy, Ambassador Henry Macauley, used his powers to reject PEC S/Leone and did not award this company the award to supply electricity to Freetown and its environs, the company which was later granted the award, AGREKO, is notorious for non-performance and other inadequacies. This is an issue which is being discussed within the Energy Ministry and in other places.

On the other hand however, PEC S/Leone was contracted for the supply of meters. But the Minister of Energy, Ambassador Henry Macauley is reportedly against PEC S/Leone and is said to be doing his worst to dissuade PEC S/Leone, while he is showing total support for AGREKO, which is generally described by the average Sierra Leonean as a company which is crooked and incapable of serving this nation in the area of electricity distribution and supply.

In the same vein, the Minister of Energy, Ambassador Henry Macauley is being accused of collecting on a monthly basis an unspecified huge amount of money in the form of kickback from AGREKO.

Another salient point raised by our reliable sources is in the area of the Minister of Energy, Ambassador Henry Macauley, accused of sitting at Board meetings which he is not mandated to do. He is also accused of even going to the extent of writing to the Board giving the Board directives as to what he wants the Board to do in order to satisfy himself and his cronies; on the pretext that the order was coming from ‘above’.

Another salient issue which was raised by our competent and reliable sources was the issue about the EDSA loaning a Le10 billion from LEOCEM to pay EGTC. However, why and how EDSA allegedly loaned this amount from LEOCEM is still a matter under investigation. What this means is that for the next one year, LEOCEM does have to pay electricity bill; which according to economists and ordinary Sierra Leoneans is a very bad deal which will not benefit this country but would benefit only individuals within the EDSA and EGTC and Ministry of Energy who have crooked and criminal intentions to fatten their pockets and purses.

We are investigating this matter with all seriousness because we are reliably informed that coming next month we shall begin to experience very serious electricity blackouts due to this very bad and criminal arrangement. This is the reason why many people still ascribe the definition of NPA to mean: ‘Natin Pass Advantage.’

It was also reported that the General Manager EDSA, Alhaji Timbo is believed to very competent and capable, but is being allegedly sidelined and badmouthed by the Minister of Energy, Ambassador Henry Macauley; simply because, Alhaji Timbo has refused to dance to the tune of the Minister of Energy, Ambassador Henry Macauley.

Another burning issue is that of the unregulated and conspicuous arrival of another foreign company called SATAIELL. This company according to our sources was invited to Sierra Leone and introduced to President Ernest Bai Koroma by no less a person than the Minister of Energy, Ambassador Henry Macauley.

It was alleged that this SATAIELL Company is bogus, but is considered to be legit by the Minister of Energy, Ambassador Henry Macauley. SATAIELL Company allegedly attempted to apply for a Le435 billion which was rejected because SATAIELL Company could not fulfill the bank’s condition and also because there is literally no bank in Sierra Leone which would just dole out such a huge sum to a virtual stranger company.

SATAIELL Company then went to UBA bank to make the same request. But here too, this company was also rejected the loan because as stated earlier, there is hardly any bank in Sierra Leone which would subscribe to giving out such a loan without requisite collateral presented by the company or individual seeking the loan.

The above allegations were received by this press with some amount of trepidation; the reason why we have made more than several efforts to crosscheck the allegations with the parties concerned.

Our sources further reveal that with PEC S/Leone Ltd in the full picture, there would be no need to increase tariff. But this raise according to our sources is because there are people within the Energy Ministry who are benefitting from the crooked award given to SATAIELL Company.

With PEC S/Leone Ltd., the EDSA would be a household name because PEC S/Leone Ltd. is the only company which has collected the largest in terms of revenue for this country; a feat which has been accredited by the National Revenue Authority (NRA).

However, it is also reported that there should be no need to have increased tariff had the Energy Minister been honest enough to appreciate the good work of PEC Sierra Leone Limited.

It is understood that AGREKO is a questionable entity which needs to be promptly investigated by the ACC if things are not get worse at this most important government utility service provider.

It is also understood that the EDSA, EGTC and Energy Ministry officials are not complying with the Consumer Law according to the constitution and there are a lot of loopholes in the award of the contract and in the manner in which AGREKO and SATAIELL Company are conducting their respective businesses at the EGTC and at the EDSA and even at the Ministry of Energy.

However, our investigations continue and we shall appreciate positive responses to interviews and queries mounted by this press in this very important and national issue.
